Dynamic leaderboard designed to incentivise local Rietavas service providers to adopt inclusive and transparent practices. The scores are determined by a combination of high-load architectural performance, social inclusion metrics, and adherence to open data standards.
Based on the Systems Architecture and Technical Evaluation Report, the primary reputation score ($S_{atvirumo}$) is calculated using a weighted formula:

1. Core Ranking KPIs
Transparency ($T_{transparency}$): This metric measures the percentage of open-source Model Context Protocol (MCP) resources and tools exposed by the organisation’s server. Organisations that allow AI agents to easily discover and query their service data via standardised schemas receive higher scores.
Participation ($P_{participation}$): This represents the volume of verified agentic transactions successfully executed. It tracks how many citizens (particularly from vulnerable groups) have engaged with the organisation through the app's Proof-of-Participation (PoP) module.
Latency ($D_{latency}$): This is a penalty metric representing the average synchronisation delay in seconds across the network nodes. Organisations with slow data sync or high-latency responses are ranked lower to ensure the platform maintains a high velocity for users.
2. Social Inclusion & Qualitative Metrics
Beyond the technical formula, inclusion scores are heavily influenced by the project's goals:
Vulnerable Group Outreach: Points are awarded based on the volume of attendees from targeted social exclusion groups, including seniors, NEET youth, and individuals with disabilities.
Accessibility Feedback Loops: Organisations are ranked based on positive accessibility feedback received from users. This ensures that physical locations and events actually meet the needs of those with mobility or sensory impairments.
Event Frequency: The regularity of inclusive cultural, social, and artistic activities contributes to the "Atvirumo" score.
3. Strategic Openness Indicators
The ranking framework also draws on broader theoretical models to measure "Openness Breadth" and "Openness Depth":
Openness Breadth: Tracks active communication and the diversity of cooperative models an organisation maintains with external partners.
Openness Depth: Measures the intensity of sustained relationships and the willingness to exchange core, proprietary knowledge or co-develop inclusive solutions.
5-Star Open Data Rating: For organisations that publish public data, the platform utilises the ckanext-qa extension to assign a score based on Tim Berners-Lee’s scale (ranging from 1-star for PDFs to 5-stars for linked semantic data).
4. Governance and Validation
To maintain regional trust and prevent algorithmic bias, the system includes a human-in-the-loop governance mechanism. An administrative panel overseen by city organisers reviews any ranking drops or access disputes, ensuring the leaderboard remains a fair reflection of an organisation's contribution to the Rietavas ecosystem.
